Stores subject to charging
- All retail business stores that handle plastic shopping bags.
- Even if the main business type is not retail (manufacturing and service industries), the store should charge for plastic bags when retail is conducted as part of its business.
- In addition, if a store has no continuity as a business, such as a refreshment booth in a school festival or a one-time flea market, it is not subject to the order.
