Gunma prefecture asks cooperation in shortening the business hours to prevent the spread of COVID-19 as follows.

All areas in the prefecture (35 municipalities)

Target Business

Restaurants, tea rooms, cafeterias, and amusement facilities (snack bars, karaoke shops, etc.) that open from 8 p.m. to 5 a.m.

  • Except delivery services and take-out services.
  • Business operators of stores that have obtained a restaurant business license (Food Sanitation Law) are subject to request.
  • As for restaurants that have qualified as the “Stop Corona! Countermeasure Store” but except restaurants with entertainment services, although shortening of their business hours will be requested, they will be able to continue their business by taking appropriate infection prevention measures.  In this case, cooperation money will not be applicable.

  • Alcoholic beverages are served from 11:00 a.m. to 7:00 p.m.

  • Restaurants other than those listed above should refrain from operating between 8 p.m. and 5 a.m.

Business operators of restaurants in the target area who are cooperating in the requests from the prefecture during the entire request period.

However, in the case of unavoidable circumstances, if you start shortening business hours by August 11th, we will pay you a cooperation money with reducing an amount for the days up to the day before the start date.

Definition of “Net sales a day”

For Aug./7 ~ Aug./19: (Sales in August of the previous year or two years ago ÷31) (Rounded up to the nearest one yen)

For Aug./20 ~ Sep./12: (Sales in August and September of the previous year or two years ago ÷61) (Rounded up to the nearest one yen)

Net sales shall be defined as sales of restaurant business, excluding consumption tax and local consumption tax.

Application Procedures

Applications for the prefecture’s  own request to shorten business hours (on Aug./7), the request to shorten business hours under Priority Preventive Measures (Stricter COVID-19 Measures) (Aug./8 ~ 31), and the request under the declaration of a state of emergency (Aug./20 ~ Sep./12) will be accepted at once.

For small and medium-sized companies and sole proprietors who have received the cooperation money for shortening business hours in the past and apply for it using the sales amount method, applications will be accepted during the request period and a certain amount will be paid early (in this case, a separate application will be required after the request period).

  • Copy of Applicant’s Identification Document (Zairyu Card, or etc.) 
  • Copy of “Eigyo Kyoka Sho (Operating license) for the restaurant based on Food Sanitation Act. (Valid for the period covered)
  • Photos, etc. that show the exterior of the store including the store name
  • Photos, etc. that are showing the interior of the store and the infection prevention measures being taken
  • Evidence  to show that your restaurant shortened the business hours (or closed all day)  for the entire requested period. (Photo of a poster, etc.)
  • A copy of the income tax return for business year 2020 or 2019
  • A copy of the sales ledger, etc., in which sales in the restaurant business are recorded

【Supplementation】 Copy of the Income tax return, etc.

Of the above application documents, please submit a copy of your income tax return and a copy of your sales ledger if you are applying for an amount other than the lower limit of the sales amount method.

  • A copy of Appendix 1 of the corporate tax return,
  • The statement of corporate business summary (both side)
Individual (Mandatory)
  • A copy of the first table of the income tax return (Blue return, White return)
  • A copy of the blue return statement (1st page and 2nd page) (if it is the blue return.)
(2)A copy of the sales ledger, etc., in which sales in the restaurant business are recorded (of which the year and month used to calculate the cooperation money)
