Gunma Prefecture’s Warning Level and Oizumi Town’s Warning Level against COVID-19 Infection

In addition to the Gunma Prefecture’s own warning level against COVID-19 infection, Oizumi Town had established criteria for issuing a state of emergency declaration separate from the prefectural warning level, but the town set a new warning level in order to clarify the criteria for making decisions such as restricting the use of public facilities and holding events.

With regard to the criteria for making decisions on holding events and using town’s facilities, if the warning levels differ between Oizumi Town and Gunma Prefecture, the higher warning level will be applied.

  • Example 1:When the town’s warning level is 1 and the prefectural warning level is 3, public facilities are only available to town residents.
  • Example 2: If the town’s warning level is 3 and the prefectural warning level is 2, all public facilities will be closed.

Warning Level in Oizumi

Oizumi Town has established its own criteria for judging the transition to the warning level in addition to the prefectural warning level.

Judgement Elements

The warning level will be judged with both elements of “Average number of people who were tested positive newly per week” and “Percentage of people with an unknown route of infection per week”.
With regards to Warning level 0 (zero) will be judged with the actual number of people who were tested positive newly.

Possible requests for events and the use of town’s facilities at each warning level are listed above. 
However these are only examples of possible requests, and actual request may vary.

Warning level transition rule

Judgement elements will be evaluated on a two week basis, and warning levels will be reviewed. 
However, if the warning level is to be raised due to a worsening of the infection situation, a decision will be made quickly, without waiting for two weeks.

Waning Levels in Gunma Prefecture

There are five warning levels in Gunma Prefecture, ranging from 0 to 4. The warning levels are determined based on two factors: “objective figures” to judge the infection situation and medical care provision system, and “overall situation” that does not depend on the figures.

The warning level may be the same for all municipalities, or it may be different for each city, town, or village based on the infection situation in some areas of the prefecture.
